On the one hand, they have been competing viciously for the rights to launch commercial satellites on their various space vehic1es. But the two groups cooperated in building instrumentation for one of the most complicated space satellites ever launched: the Space Telescope.

It is true that colonialism exploited people as weIl as natural resources and is thus morally tainted. However, space industrialization will not involve exploitation of the local inhabitants (as there are none) and therefore does not carry the moral connotations that colonialism did. Peter Glaser of Arthur D. Little, an observer of the space program for many years and a promoter of the idea of solar power satellites, ably described this view of the space program at the 1984 meeting of the American Association for the Advancement of Science: Tbe space station opens the door to American industry, and in that sense it far surpasses the importance of the space shuttle.
