The anticlimax of the poem's ending enacts Wordsworth's failure to find any language, philosophy or politic sufficient to his needs; there seems to be no Archimedean spot of any kind from which he might move the world. He sees the need for what Paine called a total 'Regeneration of man',11 but he cannot trust the revolutionary wars to bring it about; he remains true to the pastoral dream and the sympathies which it promotes towards man and nature, but he cannot find the place in which to realise it.
In each of the countries that he has visited the particular geography, history and literature have sustained Wordsworth's pastoral imagination in appropriate fantasies of perfect earthly happiness - but only until the mind is recalled to the claims of its shared humanity. Neither the eye nor the fancy cheats the heart so well as it is famed to do. For Wordsworth has raised the tactic of the picturesque (the mind sees this and that) into a study of the mind's dialectical pursuit of truth - a dialectic which here he cannot synthesise but which has kept him restlessly on the move in search of that reconciling spot which he had pictured to himself.
It is important to recognise both the subjective and the objective nature of Wordsworth's exploration; for the poem is a historical analysis undertaken by a self-analytic imagination, 39 40 The Political Writings of 1791-5 history proved upon the pulse.
