The role of a particular pattern of political culture in many quarters - retreatist, largely quiescent - needs attention in this connection. It was only in the late 1970s and 1980s that forces for reform in the GDR began to grow and develop (initially under the protective wing of the churches), to erupt as a major political force on the political scene of 1989 - and even then they remained a minority. A comprehensive history of dissent in East Germany is yet to be written [see 5, 48, 89, 166]. Not least in importance in affecting the nature and development of the GDR, was the Soviet Union.

The USSR was the creator of the East German communist state, and was also a major player in the manner of its end. Along the way, it intervened in countless ways to affect the course of development, and even (both in the early years and again at the end) to decide whether the GDR should continue to 41 exist at all. To view the GDR as a self-contained system is to ignore this central determinant of its existence.

Germany had a long history of regional particularism, dating from its origins in the decentralised mediaeval Holy Roman Empire (which came to an end in 1806), and preserved through the Confederation of 1815-66, the unified Imperial Germany of 1871-1918 and the succeeding Weimar Republic which ended with Hitler's accession to power in 1933.
