The most obvious example was Honecker's conscious effort to insulate German-German ties from the deterioration of superpower relations after the collapse of the INF talks in 1983. This effort ran directly counter to Moscow's desire to isolate and punish Bonn for its willingness to go forward with INF deployment and led to an unusual incident of open discord, discussed in detail by Gerd Meyer in Chapter 6 and my Chapter 8, over Honecker's visit to Bonn in the summer of 1984.

A further aspect, in the long run more central to the revival of the German Question in public debate since the 1970s, is some fresh thinking on German views of themselves in relation to other nations. In fact the rediscovery of their national problem stems only in part from preoccupation with the division of Germany and freedom of action in a situation of international tension. It is far more a symptom of a deeper uneasiness, arising both from changes in the international environment and from the alienating complexity of industrial society.

This cooperation has been a direct consequence of uncertainties created by Reykjavik and the INF agreement. For the Federal Republic, closer military ties represent a prudent hedge against any decrease in the American commitment as well as a means to draw France closer to NATO, while for France they represent an effort to bind the Federal Republic more closely to the West and prevent a feared drift toward neutralism. Both see the cooperation, moreover, as a means to strengthen the 'European pillar' of NATO.
