That last sentence was a belated attempt by Schmidt to cover himself against accusations of meddling in American electoral politics, but his comments were a fundamental breach of diplomatic etiquette and also an astonishing political gaffe. Headlines such as ‘I like Ford’ went around the world, and one of his staff was obliged to send apologies to the Carter team blaming the faux pas on an interview given very early in the morning, when the chancellor was not particularly careful about his words.

Nowhere was this concern more acute than in Germany, because the Cold War border between East and West split the country in two and constituted the front line between the two great nuclear antagonists. Moreover, as the defeated power of the Second World War—indeed the nation that had caused that horror—Germany had been deprived of its own capacity for self-defence after 1945.
