80 At the beginning of the war, apart from a few machine and textile factories in Munich, Augsburg, and Nuremberg, Ba­ varia had very little heavy industry. In the initial allotment of war contracts Bavaria was consequently neglected in favor of areas already more heavily industrialized, those with an avail­ able labor force and more accessible raw materials. Com­ plaints from the Hertling regime, as well as from King Ludwig directly to the Kaiser himself, motivated the Berlin gov­ ernment to plan the location of some wartime industry in Bavaria.

Whereas the declaration of war seemed to set everything else in motion, it had brought the reform movement to a halt. The Burgfrieden requested by the national government en­ tailed a moratorium on party activity and, as a consequence, on reform agitation. The delegates who had been elected in 1912 continued to sit in the Chamber of Deputies for the duration of the war. The political balance in Bavaria there­ fore remained steeply tilted in the direction of the Catholic Center. The several ministerial changes after 1914 had no marked effect on the policy of the regime.
