CNES submitted a proposal to ESA to develop a new booster that would replace the failed Europa ZZ launcher, the first European orbital launch vehicle, launched in November 1971. ESA undertook responsibility for management and financing of the new vehicle, but the technical development of the launcher was assigned to CNES. French membership in ESA and heavy French participation in the development of the M a n e rocket led to the adoption of CSG as the official spaceport of ESA after the French offered to share its facilities.
