The ex-Foreign Secretary believed that proposing anything to the Shadow Cabinet meant ‘considerable delay’, and he thought its meetings were unsuitable during ‘emergencies’.

Remnant, MP, summed up the general feelings of backbench critics of Balfour’s organisation of the party in parliament in a letter to the Morning Post: In the House of Commons the organisation is as defective today for practical purposes as it has ever been during the whole time I have had the honour to sit in the House.
