High income differentials vis-a-vis OECD countries imply that for foreign investors or trading partners from abroad, the relative cost of bribes will be low - expressed in euro or dollar terms. In a neoclassical perspective of a standard SOLOW model, per capita GDP (y) is given by the following equation (with dNdt/A=a as the autonomous rate of Harrod-neutral technological progress, n as the growth rate of the population, h as the capital depreciation rate , and B as the output elasticity of capital): (V) y =A(t) (s/(n+a+h)) BI(l-O).

Except for Slovenia the Balkan countries are very poor and by early 2000 had achieved only modest growth, except for Albania which shows high growth rates. 1 bil. in 1998. The Balkans is comprised of postsocialist transforming economies which all have made slow progress in establishing a functional market economy. This holds with respect to establishing economic freedom, property rights, functional competition laws and stability-oriented central banks.
